Seminole County Adopts Educational Leadership Assessments

October 9, 2009 - Seminole County Public Schools is the latest Florida district to adopt the Educational Leadership Assessment (ELA) to determine the online learning modules it will access through the Accelerated School Administrator Program (ASAP) and the William Cecil Golden Foundation. Seminole Country Director of Professional Development Brenedette Hardy-Blake met online in October with Etraffic professional development staff and Dr. Mary Ellen Bafumo. Dr. Bafumo received her PhD in Curriculum Development and Instructional Practice, and is a Professor at SUNY-New Paltz (State University of New York) instructing in the department of Educational Administration.

"By removing the subjective nature of assessing school principal candidates, districts can more accurately identify and guide administrative applicants’ leadership skills and decision-marking abilities," said Dr. Bafumo.

The ELA is based on the 10 dimensions of leadership training, aligned with the Interstate School Leaders Licensure Consortium:

1.      Shared Vision
2.      Communication
3.      Instructional Leadership
4.      Decision-Making Strategies
5.      Continuous Improvement
6.      Technology Competency
7.      Human Resource Development and the Learning Environment
8.      Community and Stakeholder Relationships
9.      Ethical Leadership
10.  Diversity

Many of the ASAP modules are currently available to Florida educators free of charge through the William Cecil Golden website. By adopting the ASAP assessments, which include the ELA and online In-Basket, Seminole County meets both the Level I and Level II certification requirements of Rule 6A-5.081, which came into effect in June of 2007.
